OSCR and the Scottish Housing Regulator (SHR) have published an updated Memorandum of Understanding (MoU), setting out how we will continue to work together to regulate charitable Registered Social Landlords (RSLs).
OSCR and SHR each have distinct statutory responsibilities in relation to charitable RSLs. The updated MoU maintains the existing ‘lead regulator’ model, with SHR leading on the regulation of charitable RSLs while ensuring that OSCR meets its legal duties. This approach helps reduce unnecessary duplication and streamlines regulatory requirements for charities operating as RSLs.
The agreement outlines the practical arrangements that support effective collaboration between our organisations and helps ensure a coordinated and proportionate approach to regulation.
