Katriona Carmichael

Katriona Carmichael

Chief Executive

Katriona was appointed as OSCR’s CEO in July 2024. She joined OSCR from the Environment & Forestry Directorate of the Scottish Government, where she was the Deputy Director for Circular Economy, and brings with her significant experience in leadership roles within the public sector.

After beginning her career in environmental research, Katriona joined the Scottish Executive in 2002. Since then, she has held a number of roles across government, focusing on areas including public service reform and mainstreaming equality.

Katriona was appointed to the Senior Civil Service in 2016, leading on several policy areas including ensuring Scotland’s strong environmental regulations were fit-for-purpose ahead of EU exit and the creation of Environmental Standards Scotland, a new environmental regulator. In her most recent role, she supported the successful passage of the Circular Economy (Scotland) Bill to modernise and improve waste and recycling services.

Katriona lives with her husband Justin and enjoys hill walking, music and watching sport in her spare time.

Judith Hayhow

Judith Hayhow

Head of Corporate

Judith joined OSCR in February 2004. As Head of Corporate she is responsible for business planning and management and for corporate systems including IT and records management; finance and learning and development. Before joining OSCR, Judith worked for Communities Scotland in its Investment Team. Judith is a graduate of Strathclyde University.

Alex Wright

Head of Regulation and Improvement

Alex joined OSCR as Head of Regulation and Improvement in October 2025. She brings experience in public policy, regulation, and strategic improvement, having held multiple roles within the Scottish Government across health and social care.

Before joining OSCR, Alex oversaw the development of funeral sector regulation under the Burial and Cremation (Scotland) Act 2016, including the successful passage of the statutory Funeral Director Code of Practice. She has also worked internationally with the World Health Organisation and held academic roles at universities in the UK, Australia, and Canada.

Alex holds a PhD in Global Health Policy from the University of Edinburgh. She has previously been a trustee for a Scottish charity, and is committed to equity, evidence-informed policy, and improving outcomes for communities across Scotland.
