(a) To promote the well-being of the community resident in the geographical area of Harris (hereinafter called "the area") without distinction of sex or of political, religious or other opinions, by associating the Local Authorities, Voluntary Organisations and Residents in a common effort to further health, to advance education, to provide a meeting place and facilities for physical and mental training and recreation and social, moral and intellectual development and to foster a community spirit for the achievement of these and other such objects as may be by law deemed to be charitable; (b) to secure the establishment, maintenance and management of a Community Centre (hereinafter called "the Centre") for activities promoted by the Company in furtherance of the above objects or any of them.

What the charity is set up to do and how it does this:
Harris Mutual Improvement Association (HMIA) manages and operates Tarbert Community Centre, Isle of Harris for the benefit of and on behalf of the people of Harris. It promotes the well-being of the community's residents, inclusive of all of our community groups. Tarbert Community Centre provides a warm and friendly meeting place for like-minded people to gather and promote recreational, educational, social, mental well-being, physical, religious, creative, cultural development. Tarbert Community Centre is available for short-term hire by residents, visitors, charity groups, local and corporate businesses in support of economic development. HMIA's objective is to foster a community spirit and citizenship for all our stakeholders by the achievement of all our objects, securing the facility's maintenance and management for generations to come.

From 09 March 2026, OSCR is required by law to publish the names of a charity’s trustees as part of its Scottish Charity Register entry. We are also required to publish each charity’s annual report and accounts as received from this date, which may include the names of certain individuals. The only exceptions to publication are where a charity or one of its charity trustees applies for this information to be excluded, and OSCR is satisfied that publishing it would jeopardise the safety or security of a person or premises.

If the charity trustee information on a Register entry appears blank, this may mean that an exemption applies or that the charity has not yet provided the required details to OSCR. Supplying this information will become mandatory as part of future annual submissions.

Charity accounts and constitution – what information do we publish?

The Scottish Charity Register contains key information about a charity’s operations and finances. This includes:

  • the names of a charity’s trustees (exemptions apply)
  • its annual report and full accounts, if submitted after 9 March 2026
    (Accounts submitted prior to 9 March 2026 will be redacted, or may not be published, depending on the charity’s income level or legal form.)

These changes are designed to improve transparency across the charity sector in Scotland.

Under section 23(1)(a) and (b) of the Charities and Trustee Investment (Scotland) Act 2005, you have the right to request the following information directly from the charity:
