...(Three) to implement, or to assist to implement, any charitable purpose or charitable purposes for the benefit of the inhabitants of the City of Dundee or of seamen who frequent the Port of Dundee and the coastal waters around Dundee connected with or relating to any nautical, maritime or seafaring needs, requirements, activities, purposes, projects or the like; and (Four) to implement, or to assist to implement, any charitable purpose or charitable purposes in or around the City of Dundee, for the benefit of the public, which the Committee (as hereinafter constituted) in their uncontrolled discretion may from time to time by Minute resolve upon; and/or to benefit anyone or more Charitable Institutions based in, or carrying on activities in, the City of Dundee as the Committee may from time to time select, provided such benefit will be applied by the Charitable Institution in or around the City of Dundee. And providing further that any part or the whole of the capital funds and property of the Institution for the time being held by the Trustees, as well as the income arising thereon, may be paid or applied by as well as the income arising thereon, the Trustees from time to time and at any time for the purposes of, or in implementation of, any of the foregoing objects notwithstanding that by so doing the whole capital funds and property of the Institution may be exhausted.
