Inquiry Reports

Under section 33 of the Charities and Trustee Investment (Scotland) Act 2005, we must report on the subject of the inquiries we make under section 28 if, as a result of our inquiries we:

  1. give a direction, or remove a charity from the Register under section 30
  2. suspend a person under subsection (4) of section 31, or
  3. give a direction under any of subsections (5) to (9) of section 31

You may see us refer to such Inquiry Reports as 'section 33 reports' because they have been produced as a result of the above legal requirements.

We can also choose to publish a report on the subject of any other inquiries we have made under section 28 - for example, an individual case may offer useful lessons for the wider sector.

We publish our Inquiry Reports for a 12 month period.

Charity: Scotia Aid Sierra Leone SC041617

As a result of inquiries OSCR is making into Scotia Aid Sierra Leone, Scottish charity number SC041617, on 15 July 2016 OSCR petitioned the Court of Session to appoint a Judicial Factor to control the administration of Scotia Aid Sierra Leone and was granted interim orders to protect the charity’s assets. Charity: Tayside Veterans SC04236 

Following inquiries under section 28 of the Charities and Trustee Investment (Scotland) Act 2005 (the 2005 Act), OSCR has issued a direction in terms of section 31(7) of the 2005 Act.

Chairty: Star-Light Theatre Group SC041704

Following inquiries under section 28 of the Charities and Trustee Investment (Scotland) Act 2005 it appears to OSCR that Star-Light Theatre Group  does not meet the charity test. As a result, we have given notice that it will be removed from the Scottish Charity Register after 21 days from the date of the letter under section 30(1)(b) of the 2005 Act.

Charity: Moray Recycling Action Group SC036192 (now removed from Register)


As a result of an inquiry under section 28 of the Charities and Trustee Investment (Scotland) Act 2005 (the 2005 Act) it appears to OSCR that Moray Recycling Action Group no longer meets the charity test. We have therefore taken the decision to remove Moray Recycling Action Group from the Scottish Charity Register (the Register) after 21 days from the date of this report, under section 30(1)(b) of the 2005 Act.

Charity: Broomhall Playgroup SC004825 (now removed from Register)

As a result of an inquiry under section 28 of the Charities and Trustee Investment (Scotland) Act 2005 (the 2005 Act) it appears to OSCR that Broomhall Playgroup no longer meets the charity test. We have therefore taken the decision to remove Broomhall Playgroup from the Scottish Charity Register (the Register) after 21 days from the date of this report, under section 30(1)(b) of the 2005 Act.

Charity: Charity Mission 09 SC040595 (now removed from Register) 

As a result of an inquiry under section 28 of the Charities and Trustee Investment (Scotland) Act 2005 (the 2005 Act) it appears to OSCR that Charity Mission 09 no longer meets the charity test. We have therefore taken the decision to remove Charity Mission 09 from the Scottish Charity Register (the Register) after 21 days from the date of this report, under section 30(1)(b) of the 2005 Act.

Charity: SC013142 Jamiat Ittihad-Ul-Muslimin (Muslim Mission)

We have decided to publish an interim report on our inquiry into the above charity, known to the general public as 'Glasgow Central Mosque'.  This report is intended to set out our position, our interest and our role in this case so that all interested parties and the public can understand clearly the situation.

Charity: SC042580 The Kiltwalk

As a result of a complaint, and related media coverage, we opened an inquiry on 27 February 2015 into the above charity.  Given the publicity surrounding the concerns raised, we have decided that it is in the public interest to publish an inquiry report.

Charity: SC041929 The Alfred Stewart Trust

OSCR has issued direction notices to the banks that are known to hold accounts in the name of the Alfred Stewart Trust and its subsidiary companies not to part, without OSCR's consent, with property they are holding on behalf of those bodies. Updated 23 July 2015.

Charity: SC016654 Cameron Fund

While we carry out inquiries into the Cameron Fund under section 28 of the Charities and Trustee Investment (Scotland) Act 2005, we have taken protective action by directing the charity trustee not to distribute or otherwise part with any funds belonging to the charity, without our prior consent.  Note that this report was updated on 23 April 2015.

Organisation - Campbell's Ozone Therapy Trust

On 11 April 2014, OSCR issued a direction under section 31(5) of the 2005 Act requiring that the founder of Campbells Ozone Therapy Trust stop representing it as a charity registered in Scotland. We have decided to publish this further report to highlight to the public that Campbell’s Ozone Therapy Trust is not a charity.

Organisation - Campbell's Ozone Therapy Trust

As a result of inquiries made under section 28 of the Charities and Trustee Investment (Scotland) Act 2005 it appears to OSCR that a body known as Campbell’s Ozone Therapy Trust has been misrepresenting itself as a charity in Scotland. OSCR has taken action to stop the misrepresentation.

Note that OSCR published a further inquiry report on 12 January 2015.
