OSCR Reports on Rolling Review

OSCR has published the Consultation Evaluation Report which summarises the responses to its Rolling Review proposals launched at the end of last year.
Since taking up its powers in April 2006, OSCR has created nearly 500 new charities, all of which have been assessed in light of the charity test specified in the Charities and Trustee Investment (Scotland) Act 2005. The Rolling Review is the process by which OSCR will assess all 22,000 Scottish charities to check that they meet, and continue to meet, the charity test.
In September 2006, OSCR launched the consultation process for its Rolling Review proposals with the publication of its document: Rolling Review - Proposals for Consultation. This outlined OSCR's approach and proposed priorities, with the Rolling Review itself intended to commence from June 2007. The deadline for written responses to the proposals was 8th January 2007.
The consultation process also saw OSCR staging several Focus Groups to discuss its general approach and priorities; and User Groups to explore in more detail OSCR's procedures and documentation. Comments from these groups are also summarised in the Report.
OSCR is currently assessing seven charities that have volunteered as Pilots for the Rolling Review to test the Regulator's processes. Case studies on how the Pilots were conducted and further information on OSCR's final proposals for the Rolling Review in light of its experience and the findings of the consultation process, will be published in May.
